Context

In order to support the development of the security sector in France, a program of technological experiments has been launched, covering several key areas such as cybersecurity, video protection, the fight against NRB-C threats (Nuclear, Radiological, Biological and Chemical), hypervision and the fight against drones. The main objective of these experiments is to test and identify innovative solutions that can be integrated into the daily lives of public administration actors, to guarantee the safety of goods and people, especially during major events.

Methodology

The approach adopted focuses on two main areas:

  • Testing innovative solutions in a short timeframe to ensure a rapid and effective response to security needs.
  • Provide facilitating solutions for the interventions of public actors, by optimizing their efficiency and improving their daily lives.

To achieve these objectives, the methodology implemented includes:

  • Framing of the experimental program in collaboration with the project teams.
  • Definition of the economic model experiments to ensure the viability and financing of initiatives.
  • Management of calls for expressions of interest to attract the most relevant players in the market and meet the needs identified.
  • Management of the implementation field experiments.
  • Identification and monitoring of performance indicators to assess the relevance and effectiveness of the solutions deployed.
  • Production of feedback reports in order to capitalize on lessons learned and refine the evaluation process.
  • Prefiguration of an acquisition plan to facilitate the adoption of solutions validated by the public administration.
  • Animation of instances and teams to promote smooth communication and stakeholder engagement.

The program of experiments made it possible to generate concrete results, both in terms of security and in the improvement of practices within the public administration:
